Rules
to be Followed

One of the teachers questioned
me yesterday what the rule of school was. She is one of the eldest teachers of
the school and she has even tried to challenge the rule of the school by
questioning more. The vice-principal told them to take student inside the
classroom till the last bell rang at 3.55; so she raised question regarding the
issue.
As she argued that junior
teachers have followed the rule of making students in line when the school is
over. She blamed that the senior teachers have left earlier so there was problem
for them to control students. The primary students by nature are carefree and
they want to win others. Though they can’t win others they wouldn’t be back in
competition. They have the habit of running and met in accident so we should be
careful with them more.
Senior teachers think
that students can manage themselves so they have left them earlier. But they don’t
think to follow the rule like the juniors. I have already met one of the senior
teachers when he has entered to sign in office room. I told him that he shouldn’t
let students to go out till the last bell rang; just after that, the primary
teacher questioned about the system of the school.
It was evident that, as
I have already realized, it is quite difficult to implement rule in our
country. The workers seek right without duty either they are seniors or juniors.
They take system or duty as burden only and think themselves as the victim. We have
given 5 minutes time for diary checking. The last bell rang at 3.50, then
teachers should check their diary, again the bell rang at 3.55, then students
can go out.
I have realized that
the question of the primary teacher is good because lower secondary and
secondary teachers have left their students earlier. It meant that when one of
them has broken the rule others take it as pretext. There is no such person who
would follow the rule rather they would try to find out loopholes. The problem
of yesterday had come with the same intention.
Rules make system which
helps in the progression of any organization. To establish system, we need commitment,
labor, responsibility, accountability, punctuality and so on. The rules aren’t
made for breaching so all the persons should have followed it well in any
organization. When there is no system, it is much difficult to achieve the goal
of the organization. The strength of the organization lies in this matter.
So I have found the gap
between duty and right of the personnel. The personnel have only sought the
right rather than following duty in our country. They have the habit of
challenging the rule of the organization. The senior teachers have thought that
they shouldn’t follow the duty. If we talk they would accept it by force and
again they have violated the rule. It would be one of the meeting agendas in
each meeting. Still there is problem so the failure of the system starts from
here.
The organization doesn’t
mean single man leadership. There can be a leader but the leader hasn’t performed
all the activities all the time. The staff should be sincere, diligent,
labourious, and so on to establish system in the organization. Unless they don’t
realize that the organization is of their own the organization can’t progress. Mostly
in our country the personnel work due to fear. They have got fear first then
only realize the duty or responsibility. So the fearful environment can’t enhance
good result for the organization.
I have given staff the
freedom that they can decide their work schedule and they are the responsible
person for their daily activities. I have been telling them to be accountable
so that they can have future opportunities in the organization or in their life.
However, the problem remains that they have taken the organization as one of
the stage where the dram is going on. They have tried to challenge the rule
only rather than following it being an actor. Sometimes they would even
challenge the rule and it needs some effort from the leadership side to
implement such rules. Thus the conflict arises in the institution.
Finally, I would like
to express that rule are made to follow not to violate. If we can run with the
system realizing it as ours, we can go ahead easily. Neither would we be back
along with the failure of the organization.
